OpenAI Just Wrote a Policy Paper About What Indie Builders Already Do
OpenAI's new industrial policy paper proposes 'AI-first entrepreneurs' as a future idea. We've been living it for two years.
OpenAI dropped a 13-page policy paper this week called Industrial Policy for the Intelligence Age. Most of the coverage is focused on the big-ticket proposals: a Public Wealth Fund, a “Right to AI,” tax reform, four-day workweek pilots. All worth talking about.
But the section that stopped me was buried on page 6. They call it “AI-first entrepreneurs.” The proposal is to help workers turn domain expertise into new companies by using AI to handle the overhead that usually blocks entrepreneurship. Accounting, marketing, procurement, contracts. They suggest microgrants, revenue-based financing, and “startup-in-a-box” infrastructure so small businesses can compete quickly.
Reading that section felt strange. Not because the idea is wrong, but because it’s already been the reality for a lot of us for two years.
I run all my businesses on a stack that costs less than $300 a month. Claude handles the contracts. Claude Code builds the products. Cowork manages the projects. The “overhead that usually blocks entrepreneurship” stopped blocking me sometime in 2024. And plenty of other people are in the same spot. There are thousands of us out here already running what OpenAI is proposing as a future policy initiative.
Here’s what I think this actually means. The big AI companies, and now policymakers, are starting to notice that the most interesting use of AI isn’t replacing knowledge workers. It’s collapsing the cost of starting things. When the overhead of running a business approaches zero, the question stops being “should I quit my job to start a company” and starts being “why wouldn’t I run five of them.”
OpenAI’s paper treats this as a policy idea that needs government support to unlock. I’d argue the unlock already happened. The tools exist. The playbook works. What’s missing isn’t a microgrant program. It’s the awareness that you can just start.
